Insulation Rules for Rental Properties in New Zealand

Understanding the Insulation Rules for Rental Properties

The Healthy Homes Standards which went into effect for new or renewed tenancies after July 1, 2021 set minimum requirements for heating, insulation, ventilation, moisture ingress, and draught stopping. The goal through this is to create a warm, dry, and healthy living environment. These regulations apply to existing tenancies depending on the agreement date and specify requirements and insulation levels. However, to help you meet the Insulation requirements we suggest focusing primarily on the Healthy Homes Standards because they are the most relevant for future compliance.

Landlords should also be aware that by July 1, 2025, all rental properties must comply with the Healthy Homes Standards. This means that regardless of the tenancy agreement date, every rental property must meet these standards by July 1st.

Meeting the Insulation Requirements

Providing ceiling and underfloor Insulation is a requirement landlords need to meet. The standards state the that the minimum R-Value for Ceiling Insulation is 2.9 in the North Island and 3.3 in the South Island while the minimum R-Value for underfloor Insulation is 1.3 across all of New Zealand. This is really important as R-Values measure the insulation’s effectiveness in pushing back heat flow. So, the higher the R-Value, the better the insulation.

It’s important to note that some properties might already meet the 2016 Regulations for insulation but might still require upgrades to comply with the Healthy Homes Standards. Making sure that insulation levels meet or even exceed these standards is really important for providing a healthy living environment for tenants and avoiding any potential penalties for non-compliance.
